World Bank Backs Green Industry Drive, Says Minister

Asia Manufacturing Review Team | Saturday, 20 September 2025

  • World Bank pledges advisory, loans, grants for Indonesia’s Gisco initiative.
  • Gisco to drive decarbonization in nine sectors, launching by late 2026.
  • Manufacturing emissions doubled 2011–2023; could double again by 2050.

The Kumparan 2025 Green Initiative Conference in Jakarta, Agus Gumiwang Kartasasmita, the Minister of Industry of Indonesia, directed the audience's attention to the World Bank's full support of Gisco (Green Industry Service Company), a government initiative that aims to spur decarbonization of industries.

According to ANTARA, Gisco's operations will receive World Bank support through provision of advisory services, soft loans for infrastructure and grants. This initiative is consistent with Indonesia's commitment to build a green industrial ecosystem at the national level by late 2026 as long as the administrative process is complete.

Gisco will serve as an integral platform that will provide technical support, resource efficiency assessments, carbon footprint assessments, and green transition planning, as well as access to green finance, all while connecting industries, technology companies, and financial institutions. Gisco is supported by the National Development Planning Ministry (Bappenas) and will feature nine priority sectors: cement, fertilizer, metals, pulp and paper, textiles, chemicals, ceramics, food and drink, and automotive.

According to Kartasasmita this strategic initiative is urgent, as he reiterated that emissions from manufacturing doubled between 2011 and 2023, with 73% of emissions attributed to growing energy used in industries, especially fossil fuel use. If action is not taken, emissions could double again by 2050. "The establishment of Gisco is part of our initiative to answer that wake-up call," he concluded, as part of a push towards sustainable economic development.

The program helps Indonesia achieve its carbon neutrality goals, is aligned with the global standards, and encourages innovation and competitiveness. The World Bank’s support improves Indonesia's capacity to be a leader in the global green economy, which is expected to grow considerably in the coming years, as industries around the world transition to sustainable practices.
