Hanoi, Moscow Deepen Security Cooperation Partnership

Vietnam and Russia are strengthening their security partnership as officials from Hanoi and Moscow expand cooperation in law enforcement, crime prevention, cyber security, and public security. The latest step in this growing relationship came during a meeting between a delegation from the Hanoi Department of Public Security, led by Lieutenant General Nguyen Thanh Tung, and the Moscow Main Directorate of Internal Affairs on June 4. The discussions focused on enhancing collaboration in maintaining public order, combating crime, and implementing existing bilateral agreements.

During the meeting, Vietnamese officials reaffirmed the importance of Russia as one of Vietnam’s key strategic partners and highlighted the steady growth of bilateral relations across multiple sectors. The talks emphasized strengthening institutional cooperation between security agencies in both countries through greater information sharing, professional exchanges, and joint initiatives aimed at addressing emerging security challenges.

Both sides agreed to intensify cooperation in several areas, including crime prevention, extradition procedures, joint investigations, cyber security, and the pursuit of transnational criminal networks. The discussions build on agreements reached earlier between Vietnam’s Ministry of Public Security and Russian authorities under the Joint Action Programme for 2025-2027, which aims to expand security coordination and operational collaboration.

Russian officials described Vietnam as a reliable strategic partner and highlighted the longstanding friendship between the two nations. They noted that exchanges between agencies in Hanoi and Moscow have increased in recent years, resulting in cooperation on public security, cybercrime prevention, and law enforcement training. Existing partnership frameworks have also facilitated the organization of joint events and the sharing of expertise in security management.

The discussions come amid broader efforts by both countries to strengthen their comprehensive strategic partnership. Recent engagements have included cooperation in defense, maritime affairs, technology, education, energy, and infrastructure, reflecting the expanding scope of Vietnam-Russia relations. Officials from both sides expressed confidence that closer security cooperation will contribute to greater stability, public safety, and mutual development while supporting stronger bilateral ties in the years ahead.
