Russian President Vladimir Putin outlines a new development strategy for the Far East, positioning the region as a strategic gateway for deeper economic and infrastructure cooperation with Asia-Pacific countries. He presents the strategy at the plenary session of the 11th Eastern Economic Forum in Vladivostok on September 3.
Putin highlights the Far East’s growing economic importance and says the region attracts approximately 25 trillion rubles, or about $287.9 billion, in investment over the past 11 years. During the same period, its gross regional product more than triples, reflecting the region’s expanding role in Russia’s broader development strategy.

The Russian president identifies the Far East as an area for dynamic economic and infrastructure development. The strategy covers several sectors, including technology, workforce development and social infrastructure. These priorities are aimed at strengthening the region’s ability to support long-term economic growth while improving its connectivity with neighbouring Asia-Pacific economies.
Transport infrastructure remains a major element of the strategy. Putin places particular emphasis on the Trans-Arctic Transport Corridor, which is expected to handle up to 70 million tonnes of cargo annually by 2030. The route connects Russia’s western ports, including St. Petersburg and Murmansk, with Vladivostok and onward markets in Asia.
Russia is working to make navigation along the corridor possible throughout the year. According to Putin, the country is expanding its fleet of icebreakers and ice-class vessels while developing supporting service and rescue fleets. It is also expanding satellite coverage and upgrading port infrastructure to improve the reliability and capacity of the route.
The development of the Far East is also linked to environmental protection and tourism. Putin stresses the importance of preserving the region’s natural resources while developing tourism opportunities, indicating that economic expansion is being pursued alongside environmental and social priorities.

The Eastern Economic Forum, which runs from September 1 to 4 in Vladivostok, provides a platform for discussions on investment, regional development and international economic cooperation. The focus on Asia-Pacific engagement reflects the strategic importance Russia places on strengthening economic links with markets across the region.
With increased investment, infrastructure expansion and development of the Trans-Arctic Transport Corridor, Russia seeks to strengthen the Far East as a major centre for trade and economic cooperation. The strategy places the region at the centre of Moscow’s efforts to expand connectivity with Asia-Pacific economies and support long-term regional development.
