Pham Minh Chinh, Prime Minister of Vietnam, met with Vladimir Petrovich Evtushenkov, the Founder of AFK Sistema, in Hanoi to discuss developing deeper relationships with Russia and translating the high-level commitments made by both sides into tangible projects in Vietnam.
Mr. Chinh recognised the impressive rate of expansion of Russian multinational corporation AFK Sistema and highlighted their current operations in partnership with Vietnamese companies, particularly those in which there is potential for synergy based on Russian capabilities and Vietnamese market needs: database connectivity (e.g., cloud services), IT, digital transformation, cybersecurity, banking, pharmaceuticals, nuclear energy for peaceful purposes, telecommunications, crypto currency, and underground infrastructure (e.g., subway systems in Ho Chi Minh City and Hanoi), as well as outer space activities, tourism activities, etc.
Mr. Chinh asked AFK Sistema to assist in the training of personnel in Vietnam and the transfer of technology to Vietnamese companies while announcing that the Government of Vietnam will implement a national one-stop investment service to facilitate the establishment of joint ventures and trading entities between the two countries. Additionally, the Prime Minister urged the Embassy of the Soviet Union to intensify their negotiations on a intergovernmental agreement concerning the Ninh Thuan 1 nuclear power plant to be concluded no later than January 15, 2026.

AFK Sistema is one of the biggest privately held companies in Russia. The company has approximately 300,000 employees and invests in several industries, including telecommunications, digital services, high-tech, e-commerce, healthcare, timber, agriculture, pharmaceuticals, and hospitality and investments across all sectors are focused on becoming a global leader in high-technology funding.
Furthermore, Mr. Evtushenkov said Vietnam is a top partner, he will work to increase localization of products and services in Vietnam in addition to transferring technologies to Vietnam and establishing a systematic approach for the training of personnel. Therefore, the meeting will continue the development of the comprehensive strategic partnership first started when Mr. To Lam visited Russia in May 2025.
