UP, Japan's Yamanashi Discuss Green Hydrogen Partnership

Invest UP conducted a roundtable meeting which included Japanese delegates from Yamanashi Prefecture to enhance international clean energy partnerships.

The meeting which Deepak Kumar who serves as Infrastructure and Industrial Development Commissioner (IIDC) of the Uttar Pradesh Government chaired included senior officials from the state government.

The team investigated methods to create permanent partnerships which would develop green hydrogen solutions and renewable energy technologies and all components of the clean energy system.

The IIDC explained Uttar Pradesh's strong investment approach which includes IIEPP Policy 2022, UP FDI/FCI Fortune Global 500 Policy 2023 and 34 sector-specific policies which provide businesses with competitive advantages.

The state infrastructure and market size and governance efforts together make Uttar Pradesh an appealing option for international clean energy investors.

Uttar Pradesh proposed collaboration with Yamanashi Government to create two Centers of Excellence (CoEs) which would operate under the Uttar Pradesh Green Hydrogen Policy 2024 framework. The CoEs will conduct research and develop new technologies while training professionals and creating local manufacturing capabilities to support the entire green hydrogen value chain.

The first CoE will be set up at Harcourt Butler Technical University (HBTU), Kanpur, in collaboration with IIT Kanpur, while the second will be established at Madan Mohan Malaviya University of Technology (MMMUT), Gorakhpur, with support from IIT (BHU) Varanasi.

The project will involve participation from major technical institutions and active industry support which will help establish commercial operations and testing initiatives.

Junichi Ishidera, Vice Governor of Yamanashi Prefecture, expressed keen interest in collaborating with Uttar Pradesh, particularly in the Noida region, and announced plans to host a Green Hydrogen Summit in Yamanashi.

He extended an invitation to Uttar Pradesh for participation in the event while showing positive expectations about the Chief Minister of Uttar Pradesh's planned visit to Japan in February. The Yamanashi delegation shared plans to bring a 200-member delegation of Japanese CEOs to Uttar Pradesh in August 2026 and showed interest in expediting the green hydrogen CoE as a pilot project.

Kandevia Corporation showed interest in establishing a green hydrogen facility which would have a maximum capacity of 1 GW in western Uttar Pradesh. The IIDC provided an ODOP memento to the delegation as a goodwill gesture which represented Uttar Pradesh's dedication to sustainable development and international cooperation.
