  • South Korea plans to designate ten cities as startup hubs by 2027 for balanced regional growth.
  • Government aims to decentralize innovation from Seoul, promoting regional economies and supporting emerging startup ecosystems nationwide.
  • Initiative includes funding, infrastructure, and specialization strategies to boost competitiveness and global startup ecosystem rankings.

South Korea is moving forward with its ambitious plan to develop its startup ecosystem through the establishment of 10 designated innovation hubs which will operate until 2027. The government-led initiative which receives backing from the Ministry of Economy and Finance aims to achieve regional development balance while decreasing startup activity concentration in Seoul which serves as the capital.

Officials stated that population loss and industrial development restrictions have affected multiple regions beyond the capital, which requires equitable opportunity distribution throughout the nation.

Under the plan, four cities with strong research and scientific infrastructure Daejeon, Daegu, Gwangju, and Ulsan will be designated as startup hubs in the initial phase.

These cities serve as research centers which will drive innovation-based development throughout their regions. The first phase will select six cities located outside the Seoul metropolitan area to develop their potential as startup ecosystem growth centers.

The government plans to create specialized industries in each hub which will help cities develop their unique competitive strengths. For instance Daegu will specialize in robotics while Gwangju will focus on artificial intelligence and smart energy and Ulsan will develop future mobility.

The authorities will deliver complete support through research and development funding investment assistance, networking options and regulatory changes to help startups achieve faster growth.

The South Korean government uses this strategy to enhance its international startup competition ranking through its specific implementation.

The country needs to enhance its startup ecosystem because it currently holds a high research and innovation ranking yet lacks successful startup cities. The government intends to achieve its goal of establishing five Korean cities as top 100 global startup ecosystems by 2030 through this initiative.

The plan supports rural areas through business development, which uses local cultural and tourism resources to enhance local economic growth.

The initiative demonstrates South Korea's commitment to its strategic national plan which aims to advance innovation while creating job opportunities for youth and developing a balanced and competitive national economy through decentralized startup development.
