The announcement of this new partnership is made during a bilateral meeting held between New Zealand Foreign Minister Winston Peters and Philippine Foreign Secretary Maria Theresa Lazaro on the sidelines of the ASEAN Foreign Ministers' Meeting in Manila.
This new partnership will give both governments a clear structure through which collaboration can be increased in four main fields: political engagement, defense and maritime security, trade and economic relations, and enhancing people-to-people ties. It has been called a means of making concrete action out of the long-term friendship that the two countries share.

This comes amid the marking of the 60th anniversary of establishing diplomatic relations between the two nations, showing how relations have been evolving steadily over time. Through a process started back in 2024, the Comprehensive Partnership lays out an action plan that highlights the areas that require cooperation.
Cooperation in areas of defense and maritime become two key aspects in the new partnership between the two countries. Both New Zealand and the Philippines will try to strengthen their cooperation in the sphere of security and defense engagement under the changing geopolitical situation in the region of Indo-Pacific. The new partnership will help the countries coordinate in the area of maritime safety and capacity-building.
There is also new emphasis on economic cooperation. For both countries, there is an intention to enhance bilateral trade, attract investment, and develop new business opportunities via better commercial ties. It is envisaged that the partnership will foster cooperation in various areas including education, renewable energy, agriculture and innovation and contribute to sustainable economic growth and market access. Two new agreements on cooperation in education and geothermal energy have been signed together with the partnership agreement.
People to people relations also constitute an equally essential element of the deal. Both governments would work to increase educational, cultural and mobility exchange programs and improve linkages among organizations, companies, and societies. The intention is that these measures would promote better understanding and develop enduring connections aside from the government-to-government relations.
