Azerbaijan and Romania are exploring cooperation between Cluj-Napoca and Azerbaijani regions, focusing on urban development, joint projects and investment opportunities. The discussions also highlighted reconstruction efforts and the potential for stronger trade and economic ties.
Azerbaijan and Romania are exploring opportunities to expand cooperation between Cluj-Napoca and Azerbaijan’s Khankendi, Aghdara and Khojaly districts. The discussions took place during an official Azerbaijani delegation visit to Romania.
Elchin Yusubov, Special Representative of the President of Azerbaijan in Khankendi and the Aghdara and Khojaly districts, met Dan Ștefan Tarcea, Deputy Mayor of Cluj-Napoca, to discuss potential areas of cooperation.

The meeting focused on establishing institutional links between the cities and districts, developing joint projects, investment opportunities and urban development initiatives. Tarcea briefed the Azerbaijani delegation on infrastructure and urban development projects underway in Cluj-Napoca.
Yusubov, in turn, outlined Azerbaijan’s ongoing reconstruction and development efforts in Khankendi, Aghdara and Khojaly. The Azerbaijani side highlighted plans for the gradual return of people displaced from the region and the development of new infrastructure.
The discussions also touched on regional economic cooperation. Yusubov said that progress in the normalisation process between Azerbaijan and Armenia, along with a lasting environment for regional cooperation, could contribute to stronger economic and trade relations between Azerbaijan and Romania.
The latest engagement builds on broader Azerbaijan-Romania cooperation, which includes energy, transport, communications, education, pharmaceuticals and investment. Energy remains a major area of bilateral engagement, with both countries also exploring opportunities in renewable and alternative energy.

The cooperation between Cluj-Napoca and Azerbaijani regions could allow for the exchange of insights on urban planning and the development of urban infrastructure. On the other hand, Azerbaijan would benefit from working closely with Romanian organizations in relation to reconstruction efforts, investments and acquisition of the required skills and knowledge.
These talks highlight the possibilities of strengthening bilateral cooperation beyond existing official inter-governmental ties and extending it to local levels.While Azerbaijan is continuing its reconstruction program, the networks of cooperation and exchange of knowledge could be created with such European cities as Cluj-Napoca, whereas strengthened economic interactions would also be beneficial for Azerbaijan-Romania relations from a wider point of view.
