Vietnam and the Southeast Asia Semiconductor Association strengthen cooperation to advance investment, innovation, workforce development and regional semiconductor supply chains, reinforcing Vietnam’s role as a chip manufacturing hub.
In order to boost its semiconductor sector, Vietnam has reinforced its relationship with the Southeast Asia Semiconductor Association (SEASA). This move is aimed at promoting investment and technology cooperation with regards to the region's supply chain network. It shows that Vietnam intends to be a dominant player in the semiconductor industry in Southeast Asia through increased regional cooperation in this rapidly growing high-tech sector.
The MOU formalizing the collaboration was entered into by the NIC and SEASA. It lays down the foundation for fostering collaboration on issues of semiconductors research, manufacturing, innovation and talent development, as well as enhancing Vietnam’s participation in the regional and global value chain of semiconductors.

Through this agreement, the two will join hands to bring in more investments in the Vietnam semiconductor industry and increase collaborations among technology firms, research organizations, and the government. This effort is also aimed at enabling technology transfer, fostering innovations, and carrying out joint initiatives that make the semiconductor industry in Vietnam competitive.
Human resource development is another important area that is covered by the deal. The two countries will work together to create specialized training programs to develop a pool of skilled workers in the field of semiconductors. The creation of such talent pool is seen as crucial for satisfying the growing requirement for skilled engineers and technocrats because global chip makers keep investing in Vietnam.
This partnership will also help to build up the supply chain for semiconductors in the region through cooperation between Southeast Asian countries. This will enable Vietnam to improve its IC design, semiconductor packaging and testing and advanced manufacturing and research, while building relationships with the semiconductor supply chains of the region.
Vietnam has become a rising semiconductor destination in Asia through various incentives offered by the government and policy support, as well as increased investments by technology companies around the world. Many foreign multinational companies have been operating in Vietnam, ensuring that it remains part of the value chain of semiconductors around the world.

Representatives from both the organizations highlighted the fact that greater cooperation in the region would go a long way in improving the innovation capability, building up resilience in the supply chains, and attracting further foreign direct investments into the semiconductor industry of Southeast Asia.
The deal fits into the overall approach of Vietnam to put high-tech manufacturing at the forefront of its economy growth and digital transformation initiatives. With enhanced cooperation with SEASA and improved capacity building through increased investments, Vietnam will seek to cement its position as a semiconductor manufacturing and innovation hub and contribute to the development of the region's semiconductor industry.
