Vietnam and Myanmar are strengthening defence and security ties through military training, young officer exchanges, disaster response and intelligence sharing, while expanding cooperation in technology, digital transformation, energy and infrastructure.
Vietnam and Myanmar have agreed to elevate defence and security cooperation as a key pillar of their bilateral relationship, expanding collaboration in military training, information sharing, disaster response and transnational crime prevention. The agreement was reached during talks between Vietnamese leader To Lam and Myanmar President Min Aung Hlaing in Hanoi.
The two countries will strengthen training and exchanges involving young military officers, while expanding cooperation in search-and-rescue operations and disaster response. They also agreed to improve information exchange and coordination to address transnational crime, drug and human trafficking, high-tech crime and online fraud.

Both leaders reaffirmed a commitment to prevent individuals or organisations from using the territory of one country to conduct activities against the other. The move is aimed at strengthening political trust and improving coordination through existing bilateral mechanisms.
The meeting formed part of Min Aung Hlaing’s first official visit to Vietnam since becoming Myanmar’s president. The two sides agreed to increase high-level exchanges and make more effective use of established cooperation frameworks to deepen their comprehensive partnership.
Defence and security discussions were accompanied by a wider economic and technology agenda. Vietnam offered to share its experience in national development, economic security, sustainable growth and international integration. Myanmar, meanwhile, expressed interest in expanding cooperation in technology, telecommunications and industrial development.
The countries identified high-tech agriculture, food processing, information technology, digital transformation, telecommunications, energy and transport infrastructure as priority areas for stronger trade and investment ties. Min Aung Hlaing also visited Vietnamese technology and industrial facilities, including Viettel and a VinFast electric vehicle manufacturing plant, highlighting Myanmar’s interest in Vietnam’s technology and industrial capabilities.

The two countries also agreed to enhance coordination through ASEAN and Mekong subregional frameworks. Their discussions included regional peace and stability, freedom of navigation and overflight in the South China Sea, and peaceful resolution of disputes in accordance with international law.
The expanded defence relationship reflects Vietnam and Myanmar’s effort to strengthen institutional cooperation while broadening bilateral engagement into technology, infrastructure and economic security.
