Uzbekistan Technological Metals Complex (TMK) has signed a trilateral MoU with China Civil Engineering Construction Corporation (CCECC) and Hygreen Energy to develop large-scale green hydrogen projects. The partnership will assess electrolyser complexes in Nurabad and Akhangaran while supporting critical mineral processing and low-carbon metallurgy.
Uzbekistan Technological Metals Complex (TMK) has signed a trilateral memorandum of cooperation with China Civil Engineering Construction Corporation (CCECC) and green hydrogen technology provider Hygreen Energy to develop large-scale green industrial projects in Uzbekistan. The partnership is aimed at combining clean energy technologies with critical mineral processing and low-carbon industrial development.
Under the agreement, the partners will explore the construction of modern green hydrogen production facilities using an Engineering, Procurement, Construction and Financing (EPC+F) model. This approach combines project engineering, equipment supply, construction and financing, potentially helping accelerate the development of large-scale hydrogen infrastructure in the country.

The companies will assess the development of advanced electrolyser complexes in the Nurabad and Akhangaran districts. They will also explore opportunities to attract international financing for the proposed projects. The cooperation is expected to include engineering, project management and the transfer of advanced hydrogen technologies to Uzbekistan.
The partnership will extend beyond hydrogen production, with the participants planning to introduce new industrial solutions for the deep processing of critical minerals and the development of low-carbon metallurgy. TMK said the cooperation could contribute to the creation of a modern industrial cluster combining critical mineral processing, advanced technologies and green energy solutions.
CCECC brings experience in large-scale infrastructure and industrial projects, while Hygreen Energy specialises in electrolyser manufacturing and integrated hydrogen energy systems. Their participation is expected to provide Uzbekistan with access to engineering capabilities, hydrogen technologies and potential international investment.
The agreement supports Uzbekistan's broader strategy of diversifying its industrial base, increasing value-added processing of critical minerals and accelerating the transition towards lower-carbon manufacturing. Green hydrogen could play an important role in reducing emissions from energy-intensive sectors such as metallurgy while supporting the country's ambitions to develop sustainable industrial capacity.

The proposed projects could also strengthen Uzbekistan's position as a regional hub for critical mineral processing and green industrial technologies.
