During his annual state-of-the-nation address on September 8, President Kassym-Jomart Tokayev announced the creation of a Ministry of Artificial Intelligence and Digital Development, highlighting Kazakhstan’s strategic aim to become a fully digital country within three years. The announcement was made during a joint session of the parliament’s chambers.
Tokayev stressed that Kazakhstan, situated at the heart of Eurasia, must adapt to global transformations driven by rapid digitalization and AI. The new ministry will be formed from the existing specialized ministry and led by a Deputy Prime Minister–level official, according to Akorda.
“The government is tasked with ensuring the total implementation of artificial intelligence to modernize all sectors of the economy. Based on large-scale digitalization and the active introduction of artificial intelligence, we must modernize the economy. As a first step, we should accelerate the adoption of the Digital Code, which will define the key areas of digitalization, including artificial intelligence, platform economy, the use of big data and other aspects,” he said.
To effectively achieve this goal, the government will develop a comprehensive framework called Digital Qazaqstan, which will integrate all digitalization and artificial intelligence initiatives into a single national strategy.
Tokayev highlighted that extensive reforms are already underway in Kazakhstan, covering political modernization, infrastructure development, and the growth of new industries, all aimed at improving citizens’ quality of life and strengthening the country’s potential.

He also pointed to the broader global landscape, warning of escalating geopolitical tensions, conflicts, economic inequalities, and emerging threats, including AI-based weapons. In this context, he emphasized that Kazakhstan’s responsibility is to ensure stability, security, and prosperity for future generations.
“Our younger generation must live in happiness and prosperity. To achieve this, we as a single nation must work hard. There is no other choice, since the future of the country and the fate of our people depend on it,” Tokayev said.
President Tokayev stated that creating a “digital Kazakhstan” calls for decisive action, effective implementation of reforms, and preparedness to face the challenges of the emerging technological era.
