Kazakhstan officially began building Tobyl, a new transport and logistics complex in the city of Kostanai on July 16, as reported by the Prime Minister’s press service. The initiative is among the biggest infrastructure projects in the area.

Spanning 133.6 hectares, the logistics center is estimated to be worth 64 billion tenge (US$121.4 million) in investments. When operational, Tobyl will manage up to 400,000 twenty-foot equivalent units (TEU) each year, equating to over 11 million tons of freight.

The establishment is anticipated to generate 500 new positions, providing openings for logisticians, operators, IT experts, service staff, and young professionals.

During the initial half of 2025, transit freight via Kazakhstan totaled 16.8 million tons, marking a 4% rise from the comparable period in the previous year. The introduction of Tobyl is anticipated to enhance these numbers in the years ahead.

The new facility intends to minimize logistics expenses for companies, promote the expansion of export-focused production, draw investments into the manufacturing industry, and encourage the establishment of new industrial ventures.

Tobyl will be incorporated into global transport routes linking China, Central Asia, Türkiye, Iran, Afghanistan, and Europe. A rise in cargo traffic is expected along the Northern Kazakhstan-Southern Ural route and towards China.

The hub will feature terminals, warehouses, customs clearance areas, IT infrastructure, and service facilities – all combined in one location. The project also includes a real-time digital cargo tracking system. The completion of construction is planned for 2027.

The Kostanai Region persists in enhancing its status as a key industrial hub in Kazakhstan. In 2025, a new KIA factory is anticipated to open with an annual production capacity of 70,000 vehicles, in addition to facilities for producing automotive parts and accessories that will exceed 220,000 units. A developed logistics system is essential for the existence of such a cluster.

Tobyl is set to become an essential infrastructure component, guaranteeing the sustainable export of domestically produced products and creating new avenues for collaboration in the Eurasian region.
