Germany Kuwait Commit to Expanding Bilateral Cooperation

Germany and Kuwait reaffirm their longstanding partnership and seek broader cooperation in energy, technology, AI, security, education and investment while strengthening coordination on regional and international challenges.

Germany and Kuwait reaffirm their longstanding bilateral relationship and express a shared commitment to expand cooperation across political, economic, technological and security-related areas. German Ambassador to Kuwait Dr. Dirk Rothenberg highlights the growing momentum in relations during a German Unity Day reception in Kuwait City.

Rothenberg describes Germany-Kuwait relations as being built on friendship, mutual respect and regular high-level engagement. He points to the recent visit of Kuwait’s foreign minister to Germany and discussions with German Foreign Minister Johann Wadephul as evidence of the two countries’ shared interest in strengthening bilateral ties.

The partnership extends beyond political relations, with both countries identifying several sectors for deeper engagement. These include energy, investment, technology, artificial intelligence, security, education and academic cooperation. Germany also seeks to enhance coordination with Kuwait through regional and international organisations, creating additional avenues for dialogue and joint initiatives.

Economic and investment cooperation remains a significant component of the relationship. Germany is among Kuwait’s important trading partners in the European Union, with bilateral trade reaching approximately €1.6 billion in 2024. Kuwait also maintains substantial investments in Germany, including state investments of around €17.4 billion and additional private-sector investments.

The two countries are also working to broaden cooperation in technology, infrastructure and connectivity, alongside artificial intelligence and energy. Earlier economic engagements between German and Kuwaiti institutions have highlighted opportunities in advanced manufacturing, engineering, industrial services and technological innovation.

Security cooperation is another important element of the expanding partnership. Rothenberg stresses the importance of joint action as Germany and Kuwait confront a challenging international environment marked by economic, political and security pressures. He also reaffirms Germany’s solidarity with Kuwait and commends the country’s resilience in dealing with instability in the region.

The bilateral relationship has gained a stronger institutional foundation through the strategic dialogue framework agreed between the two countries. Germany and Kuwait also marked the 60th anniversary of diplomatic relations in 2024, reflecting decades of political and economic engagement.

The latest commitments indicate that Germany and Kuwait are seeking to develop a broader and more future-oriented partnership. By expanding cooperation across energy, AI, technology, investment, security and education, both countries aim to strengthen bilateral ties while contributing to regional stability and international cooperation.
