Egypt and the United States sign a strategic agreement committing US$125 million in American funding to support private-sector growth and cooperation across agriculture, AI, education, healthcare and infrastructure.

Egypt and the United States have signed their first bilateral Strategic Objective Agreement, committing US$125 million in American funding to strengthen private-sector growth and expand business opportunities across key sectors of the Egyptian economy. The agreement, signed in Cairo on November 4, 2026, establishes a framework for cooperation in agriculture, food security, education, healthcare, artificial intelligence, water security and workforce development.

The agreement was signed by Egypt’s Deputy Foreign Minister for International Cooperation, Samar El-Ahdal, and US Embassy Chargé d’Affaires Robert Silverman at a ceremony held at the Ministry of Foreign Affairs in the New Administrative Capital. Egyptian Foreign Minister Badr Abdelatty witnessed the signing, which was also attended by Finance Minister Ahmed Kouchouk, Supply and Internal Trade Minister Sherif Farouk, and Higher Education and Scientific Research Minister Abdel Aziz Qonsowa.

According to the US Embassy in Cairo, the funding will support economic growth in Egypt while creating opportunities for American companies to expand their presence in the country. The partnership is also intended to encourage private-sector development in both nations and strengthen commercial engagement across priority industries.

Speaking at the ceremony, Silverman highlighted the potential for cooperation in agricultural development, food security, basic and higher education, healthcare, artificial intelligence, water security, innovation and workforce development. The agreement seeks to combine American technological and institutional expertise with Egypt’s economic resources and development priorities.

Egypt’s Foreign Ministry said the framework would help improve the efficiency of the country's water and energy systems, modernise infrastructure and upgrade education, healthcare and governance services. It also aims to strengthen the skills of Egyptian professionals and generate additional employment opportunities, particularly in sectors of shared strategic interest.

Food security is another central component of the partnership. The two countries intend to promote science-based agricultural practices to improve productivity and strengthen Egypt’s agricultural capabilities. Cooperation in water management and energy is expected to complement these efforts by addressing important infrastructure and resource-management requirements.

The agreement also seeks to make use of Egypt’s strategic geographic position, large workforce and expanding domestic market to support economic modernisation and attract greater private-sector participation. US assistance programmes under the framework are expected to be implemented with an emphasis on efficiency, accountability and measurable development outcomes.
