China has proposed that Azerbaijan consider joining the planned Shanghai Cooperation Organization (SCO) Development Bank, signaling a further deepening of financial and economic cooperation between the two countries.
The proposal was discussed during meetings between Azerbaijani and Chinese finance officials on the sidelines of the Asian Development Bank's annual gathering in Samarkand, where both sides reviewed the current state of bilateral relations and explored new avenues for collaboration.
The discussions showed that China and Azerbaijan maintained a continuous development of their relationship because their political trust and their growing energy transport, digital transformation and manufacturing partnerships enabled their cooperation to expand. Chinese companies work in Azerbaijan's industrial zones while both nations plan to expand their partnership into green technologies and logistics and digital economy development.
The SCO Development Bank will function as a development support tool for regional development during the negotiations between the two parties. The bank which is currently being developed will provide funding for infrastructure and energy and connectivity projects that will occur throughout member nations and partner countries.

China established itself as the main supporter of this project because it wanted to use this platform for increasing economic ties while offering regional countries another option to finance their development needs.
The SCO Development Bank membership will provide Azerbaijan with access to funding which will support its major infrastructure projects in transportation and renewable energy and industrial development. The country will achieve deeper connections to regional economic networks which operate between Asia and Europe through China’s connectivity development framework.
The proposal shows how multilateral financial institutions have become essential for both regional cooperation and economic development. The proposal demonstrates that China maintains its dedication to expanding its financial power while providing investment and development assistance to its partner nations.
The invitation extended to Azerbaijan for membership in the SCO Development Bank serves as another demonstration of strengthened China-Azerbaijan relations. The two countries plan to develop deeper financial ties to strengthen their economic resilience and support sustainable development while creating fresh growth opportunities across the Eurasian region.
