Moreover, collaboration with the Ministry of Science and Technology will be enhanced to implement the national program on strategic technologies and industries. The Agency of Foreign Trade is responsible for executing coordinated strategies to secure a 12% rise in export revenue and a trade surplus of 30 billion USD. Actions will focus on advancing digitalization, streamlining administrative processes, and assisting companies in establishing traceability systems that comply with international quality standards.
The global rice market and the import-export policies of various countries will be closely monitored, along with assessing demand in unexplored markets like the US and Africa. This information will be quickly communicated to communities and businesses to guarantee appropriate production and export plans. The ministry will examine the establishment of a “duty-free port” model to assist Vietnam in becoming a significant logistics center, with a report due to be presented to relevant authorities this October.
The Trade Promotion Agency will spearhead initiatives to pinpoint and cultivate essential product categories linked to the Vietnam National Brand while executing extensive, targeted promotional campaigns for particular sectors in key markets.

The Agency for Domestic Market Surveillance and Development will revive the "Vietnamese prioritize Vietnamese goods" campaign, enhance trade promotion, and encourage consumption. Retail sales of products and consumer service earnings are expected to increase by approximately 12% in 2025.
