The Memorandum of Cooperation was signed between the National Space Agency of Singapore (NSAS) and the Japan Aerospace Exploration Agency (JAXA) during the Space tide 2026 conference in Tokyo. The agreement builds on commitments made earlier this year by Singapore Prime Minister Lawrence Wong and Japanese Prime Minister Sanae Takaichi when both countries elevated bilateral relations to a Strategic Partnership.
As the first formal space agency agreement between Singapore and Japan, the memorandum establishes a framework for closer cooperation in multiple areas of the space sector. Both agencies will exchange knowledge and technical expertise while exploring joint initiatives in space technology development, satellite applications, scientific research, space exploration, industry growth, education, and policy and regulatory cooperation.
Commercial collaboration forms a key pillar of the partnership. Alongside the memorandum, NSAS and JAXA exchanged letters under JAXA's Co-funded Business Promotion Framework (CBPF) to encourage greater business engagement between companies from both countries. Singapore becomes only the third international partner to join the framework, following the United Kingdom and France, providing new opportunities for companies to pursue joint commercial projects and technological innovation.
The framework is expected to strengthen industrial cooperation by supporting partnerships between Singaporean and Japanese enterprises involved in satellite technologies, advanced manufacturing, digital services, and other space-related industries. Officials believe that closer industry engagement will accelerate innovation and improve the global competitiveness of both countries' space sectors.

Research and innovation also received a significant boost through a separate Memorandum of Understanding signed between Nanyang Technological University (NTU) and Japanese software company Fusic. The collaboration will focus on applying artificial intelligence to satellite operations, including mission scheduling, ground station management, and the early detection of technical anomalies. The initiative aims to improve the efficiency, safety, and scalability of satellite operations as global satellite constellations continue to expand.
Singapore's National Space Agency emphasized that strong international partnerships are essential for developing a vibrant space ecosystem. The agency noted that the agreement with JAXA will help create globally competitive opportunities for innovation, strengthen industry collaboration, and contribute to the safe and sustainable use of outer space.
JAXA also highlighted the significance of the agreement as Japan and Singapore celebrate the 60th anniversary of diplomatic relations. Officials pointed to previous successful cooperation, including Japan's support for launching Singaporean satellites, and expressed confidence that the new framework will further deepen collaboration in addressing global challenges through advances in space science and technology.
The agreement reflects the broader momentum in Singapore–Japan relations, which have expanded significantly across digital technology, defence, green transition, trade, and innovation. Space cooperation now joins these priority sectors, reinforcing both countries' shared commitment to technological advancement and sustainable economic growth.
