Saudi Arabia’s Council of Engineers and Germany’s TÜV Rheinland sign an MoU covering AI, digital transformation, regulatory compliance and professional development to improve engineering practice.
The Saudi Council of Engineers (SCE) has signed a memorandum of understanding (MoU) with Germany-based TUV Rheinland to strengthen cooperation in engineering practice, regulatory compliance, digital transformation and professional development.
The agreement was signed in Berlin on the sidelines of the Saudi-German Forum for Innovation in Construction and Urban Development, in the presence of SCE Secretary-General Musaad bin Abdullah Al-Otaibi. The partnership aims to facilitate the exchange of international expertise and improve the quality, efficiency and standards of engineering services in Saudi Arabia.

The MoU identifies seven key areas of cooperation, including engineering oversight and compliance, data analysis, artificial intelligence, systems governance, professional development, engineering workforce analysis, and research and innovation.
Under the agreement, both organisations will explore ways to improve regulatory oversight through data analysis and risk-based models. The partnership also covers digital maturity assessments and the development and testing of digital solutions and artificial intelligence applications to enhance operational efficiency and compliance with professional regulations.
Another focus is the development of competency frameworks, professional assessment methods and classification standards for engineering offices and companies. The two parties will also support training, knowledge transfer and the exchange of international best practices. Analysing engineering workforce requirements and identifying skills gaps are additional priorities intended to strengthen professional capabilities across the sector.
To coordinate implementation, the Saudi Council of Engineers and TÜV Rheinland will establish a joint working team. The team will develop a timeline for planned activities, coordinate cooperation across the identified areas and monitor progress through periodic reports.
