Russia uses the ASEAN meetings in Manila to deepen engagement with ASEAN and Global South partners, advancing cooperation in trade, energy, connectivity and regional security through extensive bilateral diplomacy.
The recent three-day long ministerial meetings of ASEAN countries that have taken place in Manila have been employed by Russia as an opportunity to boost its interactions with both ASEAN member states as well as Global South allies. This series of meetings organized by the Russian Foreign Minister Sergey Lavrov signifies a broader attempt made by Russia to diversify its international relations network.
The negotiations also involved Lavrov having bilateral talks with ministers of ASEAN nations, as well as representatives of South Asian countries, African nations, Latin American countries, and the USA. While not limiting itself to multilateral diplomacy only, Russia engaged in country-specific cooperation through the platform of ASEAN in fields such as trade, energy, transport, logistics, agriculture, nuclear energy and industrial investments. The tight diplomatic agenda gave Russia the opportunity to combine various bilateral initiatives in one regional conference.

Indeed, economic cooperation was one of the key issues during all meetings. Russia searched for possibilities to boost trade and investments between Russia and its partners, along with cooperation in terms of energy, food security, manufacturing, and infrastructure. Some meetings discussed issues related to logistic cooperation, transport connectivity, and industry, as Russia tried to establish economic ties with quickly developing economies in Asia and the Global South.
Security in the region and multilateral cooperation were also significant aspects of the discussions. Russia once again made it clear that it supported the forums that were headed by ASEAN as means for dialogue and conflict resolution and expressed disapproval towards increasing competition among countries and the creation of blocks for securing regional security in the Asia-Pacific region. Russia emphasized cooperation among nations in the frameworks of ASEAN, SCO, and EAEU.
Ministers who attended the ASEAN Regional Forum have embraced the Manila Plan of Action 2026-2036, which provides for cooperation on issues such as counterterrorism, maritime security, cybersecurity, transnational crimes, and non-proliferation of weapons. Russia was glad about the process and stressed that regional security structures should continue to be inclusive, pragmatic, and consensual while making peace.
The summits also served to showcase how Russia was increasingly focusing on economically-oriented cooperation with countries on an individual basis. The bilateral discussions included cooperation in the field of nuclear energy, transport, agriculture, tourism, information technology, and industrialization, demonstrating the Russian tailored approach towards improving relations through their economic interests. This targeted approach helps Russia in engaging with the countries of the ASEAN region and Global South.

The Manila events occurred in the context of rising geopolitics that included the Middle East wars and security issues in the South China Sea. The situation further underscored the need for ASEAN as a platform for dialogue between the major powers, as Russia, along with the U.S., China, India, Japan and others, was involved in peace and energy security dialogue in the region.
In all, Russia’s diplomatic initiatives in Manila show an effort towards fostering greater economic ties, political engagement, and strategic relationships with ASEAN countries and other nations of the Global South. Using both multilateral and bilateral diplomacy together, Russia seeks to ensure its relevance in the Asian region and promote greater cooperation in terms of trade, connectivity, energy, and regional security.
