PSA Singapore and the Chinese shipping company Cosco have reached an agreement to partner on warehousing and logistics at a new site in Singapore's mega port in Tuas.
The PSA Supply Chain Hub at Tuas (PSCH), located in Tuas Port and the nearby Tuas Free Trade Zone, is expected to commence operations in 2027, according to PSA, which manages the largest container transshipment hub globally in Singapore.
PSCH will facilitate the increasing flow of high-value products throughout Southeast Asia, China, and the Asia-Pacific by combining storage, distribution, cold storage, and hazardous goods management within one facility.
On September 15, a memorandum of understanding was inked between Goldlead Supply Chain Development (Southeast Asia), a collaboration of Cosco Shipping Holdings and Cosco Shipping International (Singapore), and PSA.
PSA stated that the collaboration with Cosco expands their longstanding partnership, extending it from container port operations to comprehensive supply chain services. The collaboration will advantage customers in Asia and elsewhere by merging PSA’s port and supply chain infrastructure with Cosco’s shipping and logistics network.

During the initial half of 2025, the corporation transported 13.28 million twenty-foot equivalent units (TEUs) of containers, with freight volumes on intra-Asia routes increasing by 5.2 percent compared to the corresponding period in 2024.
Goldlead CEO Zhou Ganfei stated, “Singapore’s strategic location and PSA’s state-of-the-art facilities make this collaboration a natural fit.” He stated that the supply chain center at Tuas Port will allow Cosco to assist clients in Southeast Asia and beyond more swiftly and effectively.
Ms. Seow Hwee, PSA’s head of the port ecosystem in Southeast Asia, stated that the collaboration enables the port operator to enhance its essential functions and create a more robust system while optimizing Singapore’s position as a global logistics hub.
