Morocco and Japan have discussed measures to strengthen their bilateral security partnership, with both countries seeking to expand cooperation on shared security challenges and reinforce coordination on regional and international issues.
The discussions were held between Moroccan Foreign Minister Nasser Bourita and Japan’s Foreign Minister Toshimitsu Motegi, as Rabat and Tokyo continue efforts to broaden their longstanding diplomatic relationship. The engagement comes during a milestone year marking 70 years of diplomatic relations between Morocco and Japan.
Security cooperation has emerged as an increasingly important component of the relationship. Both countries have expressed interest in strengthening coordination on issues affecting international peace and stability, including developments in Africa, the Middle East and other regions of mutual interest.

The two sides are also looking to build on wider bilateral cooperation beyond traditional diplomatic engagement. Japan has identified Morocco as an important partner linking Africa, the Middle East and Europe, while Morocco has described Japan as a reliable partner for advancing cooperation across multiple sectors.
Economic and strategic cooperation remain closely connected to the evolving partnership. During their May 2026 foreign ministers’ meeting, Bourita and Motegi agreed to advance cooperation in areas including automobile parts, renewable energy and phosphate resources. The two countries also expressed interest in developing a strategic and mutually beneficial relationship around phosphate rock, a key raw material for fertiliser production.
Development cooperation is another pillar of the relationship. Japan’s international development agency, JICA, has supported projects across a range of fields in Morocco, contributing to the broader economic and institutional partnership between the two countries.
The strengthening of security ties also reflects Morocco’s growing role in regional diplomacy and Japan’s efforts to build partnerships with countries that occupy strategically important positions. Morocco’s geographic location provides access to African and European markets, while Japan brings technological, industrial and development expertise.

The two countries are expected to continue consultations on security and other shared priorities while maintaining cooperation through bilateral and multilateral frameworks.
