Kuwait and Saudi Arabia sign an MoU to expand electricity and renewable energy cooperation, covering grid connectivity, energy storage, smart grids, AI, cybersecurity and climate change mitigation.

Kuwait and Saudi Arabia have signed a memorandum of understanding (MoU) to strengthen cooperation in electricity and renewable energy, expand power grid connectivity and improve the efficiency and sustainability of their energy systems. Signed in Riyadh, the agreement aims to deepen bilateral relations and create new opportunities for collaboration in energy infrastructure, technology and research.

The agreement was signed by Kuwait’s Minister of Electricity, Water and Renewable Energy, Dr Subaih Al-Mukhaizeem, and Saudi Arabia’s Minister of Energy, Prince Abdulaziz bin Salman. The MoU establishes a framework for joint initiatives that combine the countries’ technical expertise and resources to address evolving energy requirements and support their development priorities.

The agreement covers the development of electricity systems, renewable energy expansion, power grid interconnection and electricity exports. It also includes energy efficiency, energy storage technologies and smart grids, which can help improve the reliability of electricity supplies and support the integration of renewable energy into power networks.

Infrastructure development is another key area of cooperation. Both countries intend to explore partnerships between specialised companies and strengthen the supply chains supporting energy projects. The agreement also encourages the localisation of materials, products, services and technologies to develop domestic capabilities and expand industrial cooperation.

Digital transformation, artificial intelligence, innovation and cybersecurity are also included in the framework. Cooperation in these areas is expected to support infrastructure modernisation, improve operational performance and strengthen the security of energy systems as digital technologies become increasingly important to electricity networks.

The MoU further provides for collaboration on climate change mitigation, including technologies associated with the Circular Carbon Economy. This approach focuses on reducing emissions through measures such as carbon reduction, reuse, recycling and removal, complementing efforts to improve energy sustainability.

To support implementation, Kuwait and Saudi Arabia will exchange technical information and expertise, organise training programmes, specialised visits, conferences and workshops, and conduct joint research with universities and research centres. These activities aim to facilitate knowledge transfer and develop skilled professionals in the energy sector.

Kuwait’s electricity minister described the agreement as a step towards a new phase of bilateral cooperation, expressing the country’s commitment to coordinating with Saudi Arabia to achieve practical results. The agreement provides a broader foundation for the neighbours to strengthen energy security, modernise infrastructure and advance their shared electricity and renewable energy priorities.
