A joint venture has been officially formed between Kazakhstan's Saran Machinery and China's commercial vehicle manufacturer Sinotruk, marked by the signing of founding agreements in the presence of First Deputy Prime Minister Roman Sklyar.
The initiative, backed by the government of Kazakhstan and the Akimat (city administration) of the Karaganda Region, aims to enhance industrial collaboration and reinforce the nation’s commercial vehicle manufacturing industry.
The facility situated in Saran will be able to manufacture as many as 10,000 units of machinery annually, which includes HOWO trucks. It will showcase a contemporary technological facility, incorporating Kazakhstan's first cataphoretic metal processing line, offering improved corrosion resistance and prolonging equipment durability.
Sklyar emphasized that localization will be a priority, with intentions to utilize galvanized steel components made by the local metallurgical firm Qarmet. This method seeks to optimize the utilization of Kazakhstani resources and create a complete production process domestically.

Sinotruk has previously participated in localized joint production in Kazakhstan, and this new project is viewed as a continuation of that partnership. The establishment is anticipated to generate as many as 1,000 positions when it achieves full capacity.
With the backing of the Industrial Development Fund of Kazakhstan, the staged supply of technological equipment is scheduled for 2025 to 2026. The initial shipment, meant for constructing chassis and cabins, is set to come in October 2025, with painting and welding machinery arriving in the second quarter of 2026.
