Hong Kong to Deepen Gold Market Ties With Laos

Hong Kong is set to sign a Memorandum of Understanding (MoU) on gold market cooperation with Laos during Financial Services and the Treasury Secretary Christopher Hui's official visit to Southeast Asia. The agreement is expected to strengthen financial cooperation between the two economies while supporting Hong Kong's efforts to enhance its position as an international financial centre and expand regional partnerships across the Association of Southeast Asian Nations (ASEAN).

Hui's visit includes stops in Vientiane, Laos, and Kuala Lumpur, Malaysia, where he will meet senior government officials, financial regulators, business leaders, and representatives of major financial institutions. During the trip, he will sign the gold market cooperation MoU with the Ministry of Finance of Laos and witness the signing of additional agreements involving financial regulators and enterprises from Hong Kong, Laos, and Malaysia. The visit forms part of Hong Kong's broader strategy to deepen financial and economic engagement with Southeast Asian economies.

The gold market cooperation agreement is expected to facilitate closer collaboration in areas related to gold trading, market development, and financial services. Hong Kong has been working to strengthen its international gold trading ecosystem by expanding partnerships with overseas markets and promoting greater connectivity across regional financial sectors. The initiative is also aligned with the city's ambition to diversify its financial services offerings and reinforce its role as a gateway connecting Mainland China with international markets.

Besides the gold market agreement, Hui will hold discussions with financial authorities and business representatives in both Laos and Malaysia to explore new opportunities for cooperation in banking, investment, and capital markets. The programme also includes visits to financial institutions to better understand regional market developments and identify areas for future collaboration. The engagements are intended to strengthen bilateral ties while encouraging greater business and investment flows between Hong Kong and Southeast Asian economies.

The visit builds on Hong Kong's growing engagement with Laos in recent years. In 2024, the Hong Kong Special Administrative Region signed 12 memorandums of understanding with Laos covering sectors such as trade, investment, finance, education, logistics, tourism, and energy. The latest gold cooperation agreement further expands this partnership by adding financial market collaboration to the existing framework of bilateral cooperation.

Hong Kong views ASEAN as one of its key economic partners and continues to pursue stronger financial and trade relationships across the region. Through initiatives such as the proposed gold market cooperation with Laos and broader engagements in Malaysia, the city aims to enhance cross-border financial connectivity, promote investment opportunities, and support regional economic integration while reinforcing its standing as a leading international financial hub.
