Hong Kong and Singapore renew their energy cooperation MoU, expanding collaboration in AI, digital grids, renewable energy, hydrogen and low-carbon technologies to improve energy efficiency and resilience.

Hong Kong and Singapore have renewed a memorandum of understanding (MoU) to strengthen cooperation in the energy sector, with a focus on artificial intelligence (AI), digital power grids, renewable energy and low-carbon technologies. The agreement was signed by Hong Kong’s Electrical and Mechanical Services Department (EMSD) and Singapore’s Energy Market Authority (EMA).

The renewed agreement builds on the partnership established in 2020 and aims to expand knowledge-sharing, technical collaboration and the exchange of regulatory practices between the two sides. It covers electricity and gas systems and markets, renewable energy, energy efficiency, conservation and district cooling.

AI and digital grids are key areas of the expanded partnership as energy systems evolve and require improved management, reliability and efficiency. Both agencies will explore opportunities to exchange expertise and strengthen the integration of emerging technologies into energy infrastructure.

The agreement also includes cooperation on low-carbon technologies such as hydrogen and carbon capture, utilisation and storage (CCUS). These areas are intended to support efforts to reduce emissions and promote more sustainable energy systems.

EMSD Director Poon Kwok-ying said the renewed agreement would extend the existing partnership and deepen collaboration through the sharing of best practices. Singapore EMA Chief Executive Puah Kok-keong said the cooperation had provided valuable opportunities for both sides to learn from each other’s experience in electricity and gas systems, innovation and low-carbon technologies.

The agencies will also strengthen engagement through multilateral platforms, including the Asia-Pacific Economic Cooperation (APEC) Energy Working Group. Other collaboration channels include Singapore International Energy Week and the EMSD Symposium, which provide opportunities for technical exchanges and discussions on energy-sector developments.

The renewed MoU reflects the two jurisdictions’ efforts to improve energy resilience and support the transition towards lower-carbon systems through regulatory cooperation and technological innovation. By expanding collaboration in AI, digital grids and clean energy technologies, Hong Kong and Singapore aim to share expertise and address common challenges associated with modernising energy infrastructure.

The agreement provides a framework for continued cooperation, with future progress depending on the implementation of joint activities, knowledge exchanges and technical initiatives.
