Cambodia and Vietnam have signed a series of cooperation agreements to expand bilateral relations across trade, public security, drug enforcement and education, following talks between Cambodian Prime Minister Hun Manet and visiting Vietnamese Prime Minister Le Minh Hung in Phnom Penh on today.
The signing ceremony took place at the Peace Palace after the two leaders held official discussions on strengthening their longstanding relationship and advancing cooperation in areas of mutual interest. According to Hun Manet, the documents include four memorandums of understanding, an agreement and a framework aimed at enhancing trade between the neighbouring countries.

Trade cooperation formed an important part of the agreements, reflecting both countries’ efforts to strengthen commercial exchanges and create more opportunities for businesses. The trade enhancement framework is intended to support closer economic engagement and improve the conditions for cross-border commerce. However, the announcement did not provide details on specific tariff changes, trade targets or implementation timelines.
Public security and drug enforcement were also among the priority areas. The agreements aim to reinforce cooperation between the two governments in addressing security challenges and strengthening coordination between relevant agencies. The two countries share a border and have a common interest in tackling cross-border crime and improving regional stability.
Education was another area covered by the newly signed documents, highlighting the importance of institutional cooperation and exchanges in developing closer links between the two countries. Further details about individual programmes and their implementation were not immediately disclosed.
During their bilateral meeting, Hun Manet and Le Minh Hung discussed ways to deepen traditional friendship, improve economic and transport connectivity, and exchange views on regional and international issues of mutual interest. Hung arrived in Phnom Penh on October 9 for a two-day official visit. The trip marks his first official visit to Cambodia since taking office in April 2026. His visit provides an opportunity for both governments to review existing cooperation mechanisms and identify additional areas for collaboration.
Cambodia and Vietnam maintain close political and economic relations, supported by regular high-level exchanges and cooperation across trade, security, education and infrastructure. The latest agreements reflect their efforts to translate diplomatic engagement into practical initiatives and reinforce cooperation between government institutions.
The two countries are expected to continue working through bilateral mechanisms to advance the signed documents and strengthen cooperation in priority sectors.
