Azerbaijan Railways (ADY), a subsidiary of AZCON Holding, is strengthening cooperation with China’s CRRC Ziyang Co., Ltd. to modernize Azerbaijan’s railway sector and improve the efficiency of freight and passenger transportation. The partnership focuses on upgrading locomotive fleets, enhancing railway capacity, and supporting the country’s growing role in international transport networks.
An ADY delegation led by Chairman Rovshan Rustamov visits China and holds discussions with CRRC Ziyang representatives on expanding bilateral cooperation. The talks focus on renewing Azerbaijan’s locomotive fleet, improving rolling stock capabilities, and ensuring reliable and secure railway services amid increasing cargo movement.
Officials highlight that Azerbaijan’s strategic position within major international transport routes is creating a greater need for advanced railway infrastructure. The country plays an important role in regional connectivity through the North-South and East-West transport corridors, which link markets across Europe and Asia.
The modernization of Azerbaijan’s railway system is considered essential for managing rising freight volumes and strengthening logistics capabilities. ADY emphasizes the importance of introducing modern locomotives that can support sustainable, safe, and efficient transportation operations.
During the discussions, both sides review progress on an existing agreement signed last year for the purchase of seven new freight locomotives from CRRC Ziyang. The locomotives are scheduled to arrive in Azerbaijan in September and will support freight transportation along key international routes.

The companies also explore plans for the next phase of cooperation, including the possible procurement of an additional 14 freight locomotives. This expansion is expected to further improve Azerbaijan’s railway capacity and contribute to stronger regional trade connectivity.
As part of the visit, the ADY delegation inspects the final production stage of the seven locomotives and discusses technical aspects with Chinese manufacturers. The AC50 mainline locomotives are designed to enhance freight transport performance and provide improved operational efficiency.
The visit also results in the signing of a new agreement between ADY and CRRC Ziyang for the purchase of four mainline passenger locomotives. These locomotives are expected to be delivered to Azerbaijan in 2027.
The introduction of new passenger locomotives is expected to improve service quality, enhance passenger comfort, and strengthen long-distance railway connections across Azerbaijan. The move supports the country’s broader efforts to develop a modern and interconnected transport network.
