Türkiye and Uzbekistan sign five agreements on trade, social security, customs procedures and business cooperation, aiming to expand bilateral trade from $3.1 billion in 2025 to a target of $5 billion.

Türkiye and Uzbekistan have signed five bilateral agreements covering trade, social security, transportation and business cooperation following talks between Turkish President Recep Tayyip Erdoğan and Uzbek President Shavkat Mirziyoyev in Ankara. The agreements aim to expand economic ties, improve cross-border trade procedures and strengthen cooperation between the two countries.

The agreements were signed at Türkiye’s Presidential Complex after the two leaders discussed bilateral relations as well as regional and international developments. Mirziyoyev was in Ankara to attend the 13th summit of the Organisation of Turkic States (OTS).

The five documents include a protocol amending the preferential trade agreement between the two countries by expanding the list of goods covered. The amendment is intended to improve market access and create additional opportunities for businesses and exporters in both countries. The protocol was signed by Turkish Trade Minister Ömer Bolat and Uzbekistan’s Minister of Investment, Industry and Trade, Laziz Kudratov. It will take effect after both countries complete their domestic approval procedures.

Another agreement establishes a bilateral social security framework, accompanied by a separate administrative arrangement outlining its implementation. These agreements are intended to support the social rights of citizens working across the two countries and establish procedures for cooperation between their respective authorities.

The two governments also signed an additional protocol updating the 2022 arrangement on the advance exchange of information concerning vehicles and goods crossing their shared borders. The measure is expected to improve customs coordination, facilitate the movement of goods and support more efficient cross-border trade.

The fifth agreement establishes a High-Level Council on Enhancing the Business Community. Signed by Erdoğan and Mirziyoyev, the council is intended to strengthen engagement between the business communities of both countries and provide a platform for addressing issues affecting bilateral economic cooperation.

During the meeting, Erdoğan reaffirmed Türkiye’s commitment to advancing its high-level strategic partnership with Uzbekistan, identifying trade, investment, mining, transportation and the defence industry as important areas for further cooperation. He also expressed confidence that the Organisation of Turkic States would strengthen its collaboration through new initiatives.

The leaders’ discussions come as both countries seek to increase bilateral trade. Trade between Türkiye and Uzbekistan reached $3.1 billion in 2025, with the two governments targeting a rise to $5 billion. Erdoğan also invited Mirziyoyev to attend the COP31 Leaders’ Summit scheduled for November 11-12 in Antalya, Türkiye.

The agreements represent another step in expanding economic and institutional cooperation between Ankara and Tashkent, while reinforcing their broader strategic partnership.
