Syria and Denmark agreed to prepare a bilateral partnership framework covering economic, security and institutional cooperation. Direct Damascus-Copenhagen flights will begin September 21, while Danish firms explore investment and agricultural opportunities in Syria.
Syria and Denmark have agreed to prepare a bilateral partnership agreement aimed at creating an institutional framework for cooperation, as the two countries seek to deepen diplomatic, economic and security ties.
The agreement was announced following talks in Damascus between Syrian Foreign Minister Asaad Hassan al-Shaibani and Danish Foreign Minister Lars Lokke Rasmussen. The ministers said the proposed framework would help translate bilateral relations into practical areas of cooperation.

The two sides also announced that direct flights between Damascus and Copenhagen will begin on September 21. The new air link is expected to facilitate travel for the Syrian community in Denmark while strengthening people-to-people and economic connections between the two countries.
Economic cooperation emerged as a key focus of the discussions. Al-Shaibani said the two countries were working to turn the Syrian-Danish Business Council from an agreement in principle into a functioning mechanism for practical business engagement. Rasmussen, meanwhile, said Danish companies were ready to explore investment opportunities in Syria and that Denmark sought a comprehensive partnership covering economic and security cooperation.
Agriculture was identified as another area with significant potential. Rasmussen highlighted Denmark’s expertise in the sector and expressed readiness to support Syria’s agricultural development. He said Syria has the potential to become a major agricultural producer in the region. The talks also covered broader opportunities for Danish investment in the Syrian economy.
The renewed engagement follows Denmark’s reopening of its embassy in Damascus on August 31 after a 14-year closure. Denmark also plans to reopen the Danish Institute in Damascus, further expanding institutional and cultural links between the two countries.

The ministers additionally discussed the situation of Syrians living in Denmark and voluntary returns. Denmark has developed plans to support Syrians who choose to return, while Syria reiterated its support for safe and voluntary repatriation.
The talks mark a broader effort to move Syria-Denmark relations toward structured economic and diplomatic engagement, with investment, agriculture, business cooperation and connectivity emerging as potential pillars of the partnership.
