Rwanda has partnered with Raffles Family Office to attract hundreds of millions of dollars in potential investment for tourism, aviation, real estate and infrastructure, including developments linked to the planned Formula 1 African Grand Prix.
Rwanda has signed an investment mobilisation agreement with Singapore- and Hong Kong-based Raffles Family Office (RFO) to attract high-value international investors and mobilise hundreds of millions of dollars for projects across tourism, aviation, real estate and infrastructure. The Rwanda Development Board (RDB) announced the agreement on October 22, 2026, following its signing in Singapore.
Under the partnership, Raffles Family Office will leverage its network of wealthy individuals, family offices and private investors across Asia and Africa to introduce potential investors to Rwanda’s priority development projects. The initiative aims to generate investment over the coming years, although the agreement does not specify a fixed financial commitment or identify individual investors and projects that have already secured funding.

The collaboration comes as Rwanda seeks to expand investment in tourism, hospitality, entertainment and supporting infrastructure. The country is preparing to host a Formula 1 African Grand Prix in the early 2030s under a reported 10-year agreement with the sport. The planned race circuit is expected to be located near Bugesera International Airport, south of Kigali, creating potential opportunities in airport-linked development, hotels, property, transport and entertainment.
RDB Chief Executive Officer Jean-Guy Afrika said the Grand Prix could act as a catalyst for wider investment, with opportunities extending beyond the sporting event itself. The government aims to use the project to attract businesses, support employment and generate economic activity across related industries.
The investment areas identified in the agreement include Airport City in Bugesera, hospitality, tourism, entertainment, real estate and infrastructure projects in Kigali, Musanze and other parts of Rwanda. These sectors are expected to provide potential entry points for international investors seeking opportunities in the country’s expanding economy.
Raffles Family Office Chief Executive Officer Chi Man Kwan said the partnership would connect the firm’s international investor network with Rwanda’s priority projects. The company established a representative office in Kigali earlier in 2026 and has begun engaging prospective investors. It plans to organise visits to Rwanda, enabling interested parties to assess projects and meet potential local partners.
