Malaysia and China sign a transport cooperation MoU covering land, rail, maritime, air and logistics, with a focus on AI, technical expertise, green transport, low-carbon infrastructure and supply chain efficiency.
Malaysia and China have signed a Memorandum of Understanding (MoU) on Transport Cooperation to establish a broader framework for collaboration across land, rail, maritime and air transport, as well as logistics.
The agreement was signed following a bilateral meeting between Malaysian Transport Minister Anthony Loke and his Chinese counterpart Liu Wei during Loke’s official visit to Beijing, Malaysia’s Ministry of Transport (MOT) said on today.

The MoU focuses on the exchange of technical expertise, capacity building, artificial intelligence (AI), green transport and the development of low-carbon infrastructure. Both sides also discussed measures to improve connectivity, operational efficiency and the sustainability of their respective transport systems.
According to the MOT, the cooperation is expected to strengthen Malaysia’s policymaking capabilities and supply chain efficiency while supporting the country’s efforts to attract Chinese technology investments. The ministry also said the partnership could contribute to Malaysia’s role as a regional transport hub for ASEAN.
In a separate development, Loke witnessed the signing of an MoU on Civil Aviation Safety Cooperation between the Civil Aviation Authority of Malaysia (CAAM) and the Civil Aviation Administration of China (CAAC).
The aviation agreement covers areas including the approval of qualifications, certification and oversight of aviation organisations, as well as licensing and supervision of flight operations. The cooperation is intended to strengthen civil aviation safety standards, reduce duplication in technical procedures and facilitate the movement of aeronautical products and services between Malaysia and China.

Loke also held discussions with Song Xiude, administrator of China’s National Railway Administration. The talks covered railway development and regulation, operational safety, capacity building and the adoption of technology in rail systems.
The latest agreements broaden transport-sector cooperation between the two countries beyond individual modes of transportation, with technology, safety, logistics and low-carbon infrastructure forming key areas of collaboration. The Malaysian ministry described the arrangements as part of efforts to translate bilateral relations into practical cooperation in the transport sector.
