Construction has started on a state-of-the-art chip and electronics manufacturing facility in the Ondiris industrial zone of Semey, the administrative center of Kazakhstan’s Abai region. The development will be undertaken by the joint Kazakh-Chinese venture, Suto Kazakhstan.

The initiative was launched at the Big Altai International Subregional Conference in Altai in China's Xinjiang Uygur Autonomous Region. The forum concluded with the signing of 15 memoranda of cooperation for $1.5 billion between the Abai region and Chinese investors.

The Semey plant will have a $50 million initial investment. The plant will be developed in three stages from 2025 to 2028. Upon completion, the plant will produce microchips, microcircuits, optoelectronic modules, intelligent host controllers, and electronic displays. The products will be sold in domestic and foreign markets.

“A modern microchip manufacturing plant labeled ‘Made in Kazakhstan’ will appear in Semey. We have been allocated a 20-hectare site. In the first stage, we will build the main building and production facilities. If we manage to complete construction within 90 days, we will immediately launch the first line,” said Suto Kazakhstan founder Ernur Bolatuly

The venture is part of a huge plan by Kazakhstan to become a technological center in Central Asia. As reported by The Times of Central Asia, Kazakhstan welcomed the most powerful supercomputer in the region in May 2025, underscoring its aspirations to develop high-performance computing and digital infrastructures.
