Hong Kong Opens Kuala Lumpur Office to Boost ASEAN Trade Ties

Hong Kong strengthens economic and trade ties with Malaysia and ASEAN through a new Kuala Lumpur office, aiming to expand investment, business links and regional connectivity while supporting companies entering wider markets.

The economic and trade ties between Hong Kong and Malaysia are set to be bolstered by the setting up of a new Hong Kong Economic and Trade Office in Kuala Lumpur. The office will act as a platform that would help increase trade, investments, and business ties throughout Southeast Asia.

The new office will mark the 15th foreign ETO of the Hong Kong Special Administrative Region Government and the 4th ETO in ASEAN. According to the Hong Kong Secretary for Commerce and Economic Development Algernon Yau, the Kuala Lumpur office shoulders the task of building deeper economic and trading relationships between Hong Kong and ASEAN.

It is evident that ASEAN still plays a significant role economically to Hong Kong. ASEAN is the second biggest merchandise trade partner for Hong Kong, whereas Malaysia is among its major merchandise trade partners. Official figures indicate that the total merchandise trade between ASEAN and Hong Kong is at HK$1.67 trillion by 2025, which constitutes 15.3% of Hong Kong's global merchandise trade.

The KL office will help in making business-to-business relationships and assist businesses in exploring their potential in both countries. In addition to this, the office will work for marketing Hong Kong as an international trade and business center as well as the link between the businesses of ASEAN countries and China.

This is facilitated by the fact that Hong Kong acts as a regional hub for finance and professional services as well. The new office is aiming at making the territory a "super connector" and a "super value-adder" for regional companies, facilitating their access to capital, professional services, and international markets via Hong Kong.

This is happening amid the continued growth of economic ties between Hong Kong and the ASEAN nations. The value of ASEAN-Hong Kong trade in 2024 is estimated at US$132.5 billion, placing Hong Kong among the region’s sixth-biggest trading partners. Meanwhile, the value of Hong Kong investments in the region is US$14.3 billion.

Malaysia constitutes one important element in this equation. It is hoped that this new presence in Kuala Lumpur will provide opportunities for more interaction between Malaysian companies and those from Hong Kong, and for cooperation in various areas such as trade and investment.

In addition to this, the launching ceremony is also associated with attempts to consolidate ties between institutions and businesses. Indeed, during the launching ceremony, Hong Kong and Malaysian institutions enter into memorandum of understanding in fields such as business and media cooperation.

In addition, Hong Kong and ASEAN have an existing Free Trade Agreement and Investment Agreement, which was established back in 2017. Such agreements act as the groundwork for expanding business in terms of trading and investments.

The new Kuala Lumpur office is, thus, a strategic step for expanding the presence of Hong Kong in Southeast Asia. Through this strategy of enhancing its engagement in Malaysia and other economies within ASEAN, Hong Kong hopes to foster trade and investment through the region and internationally.

The project will eventually help to strengthen Hong Kong’s position as the business bridge connecting ASEAN, the Chinese mainland, and international markets, while giving Malaysia yet another opportunity to develop their economic and business relations with Hong Kong.
